Brokers play an important role in facilitating or acting as intermediaries for the legitimate conventional arms trade. However, some brokers are actively engaged in the diversion and illicit trade in conventional arms, including small arms and light weapons (SALW), and ammunition to or between unauthorized (end-) users.
This side event, co-organised by UNIDIR, Stimson Center and Conflict Armament Research (jointly referred to as the Consortium), will launch the fifth publication in the Consortium’s Arms Trade Treaty (ATT) Issue Brief series, which focuses on this critical issue.
The event will offer an opportunity to highlight and discuss key issues in the regulation of brokering, as outlined in the Issue Brief and facilitate an exchange of ideas among participants, including States Parties, on effective approaches and national experiences in brokering regulation. The forthcoming Issue Brief and side event aim to serve as valuable reference materials for future substantive discussions on the topic in the ATT framework.
The United Nations Institute for Disarmament Research (UNIDIR), Conflict Armament Research (CAR), and the Stimson Center have been engaged in a research Consortium since 2019 aimed at increasing knowledge and strengthening shared understanding on the Arms Trade Treaty (ATT) to support its effective implementation.
To support Romania’s Presidency of the Tenth Conference of States Parties (CSP10) to the Arms Trade Treaty (ATT) in 2024, the Consortium organized a brainstorming workshop on The Role of Interagency Cooperation in Effective Implementation of ATT Provisions. Additionally, the Consortium produced a fifth Issue Brief to enhance knowledge on brokering and serve as a reference material for future meaningful dialogues on the topic within the ATT framework.
