Engaging regions: Insights into the Global Mechanism on ICT security

In July 2025, the Open-Ended Working Group (OEWG) on security of and in the use of information and communications technologies 2021-2025 adopted its final report, concluding five years of multilateral discussions on existing and potential information and communications technologies (ICT) security threats, and cooperative measures to prevent and counter them. In the final OEWG report, and with a view to continuing relevant substantive discussions in a regular institutional dialogue, States decided to establish the Global Mechanism on developments in the field of ICTs in the context of international security and advancing responsible State behaviour in the use of ICTs (Global Mechanism).

The Global Mechanism, established through a resolution adopted by the UN General Assembly in November 2025 and set to commence its work with the organizational session in March 2026, is designed to serve as a permanent platform for multilateral dialogue on State use of ICTs in the context of international security, facilitating information sharing, best practices, and capacity-building activities. Its mandate includes promoting responsible State behaviour in cyberspace, supporting collective responses to emerging threats and fostering the implementation of agreed measures across regions, adapting to evolving security dynamics.

To facilitate broad participation of UN member States in the Global Mechanism and support their meaningful engagement in the dedicated multilateral discussions on State use of ICTs, UNIDIR is organizing regional briefings, covering the following topics:

  • Achievements and areas of priority
  • Global Permanent Mechanism: Mandate and strategic scope
  • Operationalization of the Global Permanent Mechanism: Structure and functioning

Participation

Participation from members of diplomatic missions, government officials from capitals, policy experts from relevant ministries responsible for integrating cyber issues into national policy frameworks, legal advisers and representatives of national cybersecurity agencies is encouraged.
