The side event will bring together distinct perspectives on the use of end-use/r controls to prevent arms diversion within the framework of the Arms Trade Treaty (ATT). It will present the findings of UNIDIR, Conflict Armament Research (CAR) and the Stimson Center’s research consortium’s latest report “ATT Issue Brief 6 – The Arms Trade Treaty: Preventing Diversion Through End-Use and End-User Controls”. This report is intended to support ATT States Parties in effectively implementing end-use/r controls and using end-use/r documentation as a key tool to prevent arms diversion, and support the strengthening of import and export controls and international cooperation.
Findings from the report will showcase how poorly implemented end-use/r controls can contribute to arms diversion and share effective measures used by ATT States Parties to counter this. The event will provide a platform to discuss options that could be pursued to strengthen end-use/r control systems to implement the ATT’s diversion prevention and related provisions more effectively.
