UNIDIR and Lao PDR partner to boost cybersecurity capacity

As part of ongoing efforts to enhance regional cyber resilience, UNIDIR’s Security and Technology Programme, with support from Global Affairs Canada, partnered with the Ministry of Foreign Affairs of Lao People’s Democratic Republic (PDR) to host a specialized training workshop in Vientiane. This bilateral initiative marks a further chapter in strengthening national cybersecurity frameworks across Southeast Asia.

From 28 July- 1 August, participants gathered in Vientiane for an intensive, week-long programme designed to build technical and policy expertise. The training is part of UNIDIR’s broader commitment to supporting countries in implementing the UN’s cyber norms and responding to the call for more localized and responsive capacity-building, as emphasized by the UN Open-Ended Working Group on ICT Security.

Building cyber readiness in Lao PDR

The workshop brought together a wide range of stakeholders, including representatives from government ministries, critical infrastructure providers, academic institutions and civil society. Sessions were tailored to the specific cybersecurity context of Lao PDR, addressing key topics such as threat evolution, emerging digital technologies, incident management, and international cyber governance.

A central feature of the programme was the introduction of UNIDIR’s Foundational Cyber Capabilities framework. This model outlines essential components for national cyber preparedness, including strategic planning, legal and institutional development, operational capabilities, and trusted partnerships.

One of the highlights of the week was a dynamic tabletop exercise simulating a large-scale cyber incident. This scenario-based activity allowed participants to practice real-time decision-making, coordination, and response strategies in a controlled setting—reinforcing the importance of preparedness and collaboration.

Promoting national cyber workforce and research

A key element of the programme was UNIDIR’s engagement with the National University of Laos in Vientiane. UNIDIR hosted interactive sessions, sparking dialogue with youth and academia about the future of cybersecurity in Lao PDR. The discussion explored how young people can play a vital role in shaping a secure digital environment, whether through innovation, research, or public policy.  

Our experts also raised awareness around the ethical dimensions of cybersecurity, the impact of emerging technologies, and how they can contribute to building a safer, more inclusive cyberspace for all.

Towards a cyber resilient future

The training in Lao PDR represents another milestone in a series of bilateral initiatives throughout the Asia-Pacific region. UNIDIR remains committed to working hand-in-hand with partner governments to provide tailored support that enhances national capabilities and promotes regional collaboration. Enhancing digital capacity at the national and regional levels is essential to maintaining an open, peaceful, safe and secure cyberspace for the future.
