A new opportunity emerged to strengthen synergies between mine action and the Women, Peace and Security (WPS) Agenda as States Parties to the Anti-Personnel Mine Ban Convention (APMBC) adopted the Siem Reap-Angkor Action Plan in November 2024. The plan explicitly recognizes, for the first time, the importance of synergies between mine action, notably victim assistance, and the WPS Agenda.

This publication identifies potential actions that would align victim assistance with each of the four pillars of the WPS Agenda. It draws on a literature review and analysis of ongoing victim assistance programmes to show that greater synergy between these policy areas is not only possible but highly desirable, as it can reinforce the implementation of both the WPS Agenda and the APMBC.
