Research Framework: Menu of Indicators to Measure the Reverberating Effects on Civilians from the use of Explosive Weapons in Populated Areas

The United Nations Institute for Disarmament Research (UNIDIR) is pleased to invite you to a Virtual Launch entitled Research Framework: Menu of Indicators to Measure the Reverberating Effects on Civilians from the use of Explosive Weapons in Populated Areas. The event will feature a multidisciplinary expert panel to discuss the newly released research framework and debate opportunities for its application to inform policy and practice for the protection of civilians. The expert panel will also discuss related efforts and policy openings moving forward.

The forthcoming research framework is an initial attempt to outline indicators, in line with the 2030 Agenda for Sustainable Development, designed to shed light on the reverberating effects on cities and communities, health, and education from the use of explosive weapons in populated areas. The use of this research framework could contribute to the ongoing efforts undertaken by a variety of stakeholders to build a standardized evidence base and self-assess operations. It also offers users with an opportunity to re-think the effects of explosive weapons – which have implications for civilian wellbeing and are often underestimated.

EXPERT PANEL:

  • Christina Wille & Alfredo Malaret, Co-authors, Insecurity Insight & UNIDIR, Menu of Indicators to Measure Reverberating Effects on Civilians from the Use of Explosive Weapons in Populated Areas

  • Roger Lane, Major General (retired), Non-resident Expert in Military Policy and Practice, Opportunities and Challenges for applying the Menu of Indicators in Military Practice •

  • Leonard Rubenstein, Professor of Practice, John Hopkins School of Public Health, Long-term Impacts of Attacks on Healthcare during Conflict

  • Laura Boillot, Coordinator, International Network on Explosive Weapons, Protecting Civilians from the Effects of Explosive Weapons in Populated Areas
