Space is increasingly fundamental for both civilian and military space activities, and it is becoming evident that the actions of any one actor can have consequences for all. New activities such as anti-satellite testing, active debris removal, close-proximity operations and situational awareness raise challenges on numerous levels, including safety of space objects and national security. As geopolitical tension rises among certain space powers, there is a growing concern that conflict could emerge in space, disrupting the stable environment that has facilitated a booming space-economy thus far. This discussion will examine current challenges facing space activities and how diverse members of the international community – particularly those based in Geneva and Vienna – might make diverse cases for common approaches related to safety and security in outer space.
