Fellow Security and Technology

Dr Camino Kavanagh is a Visiting Senior Fellow with the Department of War Studies, King’s College London, a Senior Digital Advisor with the Policy and Mediation Division at the UN Department of Political and Peacebuilding Affairs, and a Fellow with UNIDIR.

Her current research focuses on international politics, security, conflict and technology, and emerging issues relevant to critical subsea infrastructure. She served as Chair of the inaugural multi-stakeholder Symposium on Subsea Cable Security and Resilience held at Valentia Island, Ireland, in October 2024 and is currently involved in a number of other initiatives on subsea cable security and resilience.

Dr Kavanagh served as an advisor to the 2019–2021 and 2016–2017 UN negotiating processes on cyber, information and communication technologies, and international security through the UN Open-Ended Working Group and the UN Group of Governmental Experts.

Over the past decade, she has advised the UN Secretary-General’s Office and various UN entities, regional organizations and government agencies on issues related to cyberspace, critical infrastructure, international security, and conflict and diplomacy. She is also an active participant in several track 1.5 and track 2 initiatives on these topics.

Prior to this, Dr Kavanagh spent more than a decade working in conflict and post-conflict settings, including with UN peacekeeping operations and political missions.
