UNIDIR in cooperation with the International Committee of the Red Cross and Microsoft, is pleased to invite you to a moderated discussion on the legal and humanitarian challenges caused by the malicious use of cyber space and the intergovernmental processes underway at the United Nations to address them.
This panel will consider recent trends as they relate to the growing use of cyber operations by states and other actors and their potential humanitarian consequences for civilians. It will also explore the international legal framework and norms that states have already agreed should guide their actions in cyberspace and reflect on how the two new intergovernmental processes at the United Nations could contribute to a more stable, secure and rules-based cyberspace—and how other actors can contribute to these objectives.
