In November 2018, UNIDIR organised a tabletop exercise to explore the factors at play in decisions to use or refrain from the use of armed UAVs in different contexts. A group of disarmament diplomats and military advisers participated as different fictitious State actors and attached different meanings to the use of armed UAVs at different points during the exercise. This may have negative implications for international stability and suggests that increased multinational dialogue on the use of armed UAVs could benefit the international community.
