The United Nations Institute for Disarmament Research (UNIDIR) welcomes you to the Multi-Stakeholder Dialogue on the Norms of Responsible State Behaviour in Cyberspace, exploring the political, technical, and legal aspects of attribution.
The UN Group of Governmental Experts on Advancing responsible State behaviour in cyberspace in the context of international security (GGE) proposed a set of voluntary norms of responsible State behaviour in cyberspace. Noting the destabilizing potential of misattribution, the GGE suggests “States should consider all relevant information, including the larger context of the event, the challenges of attribution in the ICT environment, and the nature and extent of the consequences”, when faced with a malicious cyber operation.
To better understand this complex norm, the dialogue aims to examine three types of attribution assessments – political, technical, and legal – serving as a foundation for the non-escalatory response to malicious international cyber operations. In doing so, the dialogue seeks to identify good practices on operationalizing the norm.
