UNIDIR, in partnership with the International Campaign to Ban Landmines and the Cluster Munition Coalition, is hosting the launch of the Cluster Munition Monitor 2026. Produced by the Cluster Munition Coalition, the Monitor provides independent and impartial research tracking countries’ progress in joining, implementing and upholding the norms of the Convention.
Cluster munitions are weapons that disperse dozens or even hundreds of submunitions over a wide area. Their use can have devastating immediate consequences, particularly in populated areas. Unexploded submunitions can continue to pose a life-threatening risk to civilians long after a conflict ends. The Convention on Cluster Munitions, adopted in 2008, bans the use, production, transfer and stockpiling of cluster munitions for States Parties. The Convention currently has 112 States Parties and 12 signatories.
The launch event takes place ahead of the Convention’s Third Review Conference in the Lao People’s Democratic Republic, where States Parties will assess progress and adopt a new five-year action plan. The annual Cluster Munition Monitor provides an important evidence base for this discussion, highlighting both positive developments and persistent challenges, including recent use, production and transfers of cluster munitions, as well as their continuing humanitarian impact.
