Facilitating Confidence- and Capacity-Building in the Digital Age: UNIDIR Cyber Policy Portal and Other Digital Tools

Taking place alongside the United Nations (UN) Open-Ended Working Group (OEWG) on security of and in the use of information and communications technologies (ICTs), this interactive event showcased four UNIDIR Digital Tools. These tools promote transparency on the development of national capacities to address technology-related challenges. UNIDIR’s digital tools promote international stability by facilitating confidence- and capacity-building in the sphere of technology and international security. 

Participants discussed the UNIDIR Cyber Policy Portal, its utility as a confidence-building tool, and its underlying data-collection methodology. Launched in January 2019, the UNIDIR Cyber Policy Portal is an interactive map of the global cyber-policy landscape. It provides profiles of the cyber policies, legislation and relevant national organizational structures for all 193 UN Member States, as well as for various intergovernmental organizations and multilateral frameworks. This confidence-building tool seeks to promote trust, transparency and cooperation in cyberspace.

The event also provided additional information about three other UNIDIR Security & Technology digital tools:

  • The National Survey of Implementation of UN recommendations on responsible use of Information and Communication Technologies (ICTs) by states in the context of international security: Accessible from the Cyber Policy Portal, the National Survey of Implementation collates national take-up of the recommendations from the 2015 Group of Governmental Experts (GGE) report, an initiative endorsed by the 2021 consensual reports of the OEWG and GGE.
  • The UNIDIR Cyber Policy Portal Database: The Security & Technology Programme team showcased this newly launched database, which provides easy, full-text access to documents referenced in the profiles of all 193 UN Member States on the UNIDIR Cyber Policy Portal. Participants learned more about this innovative tool and how it can support capacity-building efforts in the field of technology and security.
  • The UNIDIR Artificial Intelligence Policy Portal: The event provided an exclusive preview of the UNIDIR Artificial Intelligence (AI) Policy Portal, which will further support transparency, information sharing, and confidence- and capacity-building, with the ultimate aim of facilitating effective policy in this emerging field.
