Cybercrime and cyberterrorism are two types of malicious use of Information Communications Technology (ICT) addressed by the United Nations Group of Governmental Experts on Developments in the Field of Information and Telecommunications in the Context of International Security (GGE). In the 2015 report, the GGE agreed on proposing a norm, namely Norm D, that affirmed “States should consider how best to cooperate to exchange information, assist each other, prosecute terrorist and criminal use of ICTs and implement other cooperative measures to address such threats. States may need to consider whether new measures need to be developed in this respect”. In 2021 the GGE Report reaffirmed Norm D and proposed rooms for possible further actions.
This Multi-stakeholder Dialogue aims to discuss limits, operational challenges, and rooms for improvements of existing formal and informal mechanisms of international cooperation in the field of cybercrime and cyberterrorism cooperation, especially looking at information exchange and collecting digital evidence.
