The intersection of international law and cyberspace is increasingly critical as states confront new challenges in maintaining security, sovereignty and respect for human rights in an ever-evolving cyberspace. As States worldwide continue to engage with this complex issue, the launch of national positions on the application of international law in cyberspace represents an important step toward clarity, cooperation and accountability in cyberspace.
In this context, Colombia – with the support of multiple stakeholders like UNIDIR and bilateral cooperation from States like Canada – undertook to gather its knowledge and experience in the field of international law, including international human rights law and international humanitarian law, for the purpose of preparing a national position paper on the applicability of international law in cyberspace.
While some States in the Americas and the Caribbean have already launched national positions, others are still navigating this complex process. This event will facilitate an open discussion on the various approaches taken, identify common threads in successful strategies, consider multiple stakeholder collaboration and explore the capacity-building opportunities that exist for States that have not yet launched their own national positions.
The primary objectives of the side event are:
- To showcase and discuss national positions on the application of international law in cyberspace from different States, highlighting commonalities, differences and best practices.
- To facilitate dialogue between States that have launched positions and those still in the process, fostering peer learning and collaboration.
- To identify key challenges encountered during the formulation of national positions and explore solutions to overcome these hurdles, with a focus on capacity-building and resource sharing.
- To explore cooperation opportunities for the development and implementation of international law in cyberspace, focusing on joint actions, shared resources and mutual support.
- To promote capacity-building initiatives that help States formulate, implement and strengthen their positions on the international legal framework for cyberspace.
