The workshop will aim at identifying policy, practice and procedure options to enhance the effectiveness of civilian harm mitigation with a focus on multilateral operations in East Africa. Special attention will be given to gaining more comprehensive understanding of the use of explosive weapons by non-state actors in populated areas and options for State actors to prevent and mitigate their impact.
