The diversion of conventional arms and related items is a complex phenomenon that poses a significant threat to global peace and security. While ATT States Parties have an obligation to detect, prevent and eradicate diversion, including of arms already transferred, industry and other private sector actors involved in arms trade activities also play a significant role in supporting States in the effective implementation of the ATT, including in counter-diversion efforts.
This side event sought to raise awareness on the ways in which industry and other private sector actors can prevent and address diversion and foster an interactive dialogue on options and opportunities for engaging industry in the ATT framework moving forward. The event also launched the fourth issue brief of the Consortium on the topic.

The United Nations Institute for Disarmament Research (UNIDIR), Conflict Armament Research (CAR), and the Stimson Center established a research Consortium in 2019 aimed at increasing knowledge and strengthening shared understanding on the Arms Trade Treaty (ATT) to support its effective implementation. In 2023, the Consortium is conducting research and facilitating dialogue events on “The Role of Industry in Responsible International Transfers of Conventional Arms”, in support of the Republic of Korea’s Presidency of the Ninth Conference of States Parties (CSP9) to the ATT.
