The United Nations Institute for Disarmament Research (UNIDIR) is pleased to invite you to a multi-stakeholder dialogue on operationalization of the norms of responsible State behaviour related to the protection of critical infrastructure.
The implications of ICT developments on critical infrastructure have been a concern of the UN or UN-led processes for a few years now. The importance to shield critical infrastructure from malicious cyber operations has been emphasised in General Asembly resolution 58/199 (2004) and, more recently, extensively debated by the Open-Ended Working Group on Developments in the Field of ICTs in the Context of International Security (OEWG) as well as by the Group of Governmental Experts on Advancing Responsible State Behaviour in Cyberspace in the Context of International Security (GGE).
The multi-stakeholder dialogue will gather representatives of various governments and of the relevant industry actors to examine the content and scope of the norms of responsible State behaviour in cyberspace aimed at the protection of the critical infrastructure. In particular, the dialogue aims to elaborate the norm proposed by the GGE in 2015, arguing States should respond to appropriate requests for assistance or for mitigation by another State whose critical infrastructure is subject to malicious ICT acts. The dialogue seeks to foster trust and transparency between different relevant actors and to inform UNIDIR’s ongoing research project on operationalization of the norms of responsible State behaviour related to the protection of critical infrastructure.
