Organizational Setting and Reporting Relationships: The United Nations Institute for Disarmament Research (UNIDIR) is an autonomous institution within the United Nations that conducts independent research on disarmament and related problems, particularly international security issues. UNIDIR supports Member States, the United Nations and policy and research communities in advancing ideas and actions that contribute to a more sustainable and peaceful world. 

UNIDIR seeks a Head of Programmes to lead its Weapons of Mass Destruction (WMD) and Space Security (SPACE) Programmes. UNIDIR’s WMD and Space Security Programmes work to support progress in nuclear arms control, non-proliferation and disarmament, addressing all aspects of the nuclear dilemma, from delivery vehicles and security policies to the benefits and risks of nuclear technology. The Programmes also contributes to policymakers’ efforts to keep the world free of biological and chemical weapons, while also helping think through the implications of new strategic technologies—from missiles to anti-satellite weapons and missile defence systems.

The Head of Programme will report to the Deputy Director and also work closely with the Director of the Institute.

Responsibilities: Within delegated authority, the Programme Officer will be responsible for the following duties:

  • Develops, implements and evaluates the Space Security Programme, the WMD programme, and related workstreams;
  • Monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates research; liaises with relevant parties; ensures follow-up actions.
  • Performs consulting assignments, in collaboration with Member States, the United Nations and policy and research communities, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan relevant stakeholders could use to manage the change.
  • Conducts original policy-relevant research and analysis and presents information gathered from diverse sources in written outputs (including research briefs, reports and studies).
  • Coordinates policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies,
  • Generates survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identify problems/issues and prepares conclusions.
  • Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
  • Provides substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
  • Initiates and coordinates outreach activities; convenes deliberations, workshops, seminars, etc.; makes presentations on assigned topics/activities.
  • Leads and/or participates in large, complex field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
  • Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).
  • Performs other duties as required.

Work implies frequent interaction with the following:

Establish and maintain relationships with counterparts, senior officers and technical staff in relevant Secretariat units and in UN funds, programs and other UN specialized agencies, representatives and officials in national governments, international organizations, and consultants.

Qualifications:

Education:  Advanced university degree (Master’s degree or equivalent) in political science, international relations, international security, nonproliferation studies, policy studies or a related field.   A doctoral degree is highly desirable. 

 Experience:

  • A minimum of seven years of progressively responsible experience in  managing policy-focused research programmes or projects is required.
  • Proven experience in research and drafting policy-relevant materials on international security, arms control and disarmament issues related to WMD, Space Security, and other strategic weapons is required (policy-relevant publications must be listed in the candidate’s Personal History Profile). 
  • Experience mobilizing and managing resources and support for policy-research activities is desirable.
  • Experience managing teams is desirable. 

Language:  Fluency in English (both oral and written) is required; knowledge of French  is an advantage. Knowledge of another UN official language is desirable  .
