However, if the expansion of nuclear activities – particularly uranium enrichment – is not reasonably justified, it could heighten risks and tensions.</p>



<p>This publication examines the current drivers for pursuing nuclear energy in the Middle East and how they may evolve in the near and medium term. In particular, it examines how regional policy discourses and assumptions about security, climate change, energy, nuclear and AI technologies shape interest in nuclear energy and influence decision-making.</p>



<p>Understanding these drivers, together with the political and technical frameworks governing nuclear energy cooperation, is crucial for assessing risks and informing effective risk mitigation and regional cooperation.</p>



<p>The publication closes by examining the potential implications for the <a href="/programme/middle-east-weapons-of-mass-destruction-free-zone/" target="_blank" rel="noopener" title="">Middle East Weapons of Mass Destruction Free Zone initiative</a> and identifying effective risk-mitigation models and partnership strategies to address proliferation threats and strengthen peaceful cooperation in the Middle East.</p>

It examines the protocols and relevant implications to the Middle East from established nuclear-weapon-free zones, and explores three key areas: defining the zone of application, securing negative security assurances and addressing maritime-related issues. These challenges involve navigating sovereignty disputes, foreign military bases, maritime boundaries and NWS reservations or interpretive statements to the protocols.</p>



<p>The report emphasizes the need for early and sustained engagement through proactive dialogue, and balancing regional security objectives with NWS strategic interests.</p>

										<content:encoded><![CDATA[<p>In accordance with United Nations General Assembly resolution 79/241, UNIDIR has prepared a comprehensive study of <a href="https://unidir.org/focus-area/nuclear-weapons/?utm_source=chatgpt.com" target="_blank" rel="noopener" title="Nuclear-Weapon-Free zones">Nuclear-Weapon-Free zones</a> (NWFZs). This paper outlines how NWFZs play a crucial role in reinforcing non-proliferation and disarmament by ensuring the absence of nuclear weapons in designated regions. Beyond prohibiting nuclear arms, NWFZs also foster trust among regional states, enhance security, and promote cooperation on peaceful nuclear technology, contributing to broader international stability. Given the escalating geopolitical tensions and rising nuclear rhetoric, the study notes that strengthening established NWFZs, as well as pursuing the creation of new ones, has become increasingly vital for preventing conflict spillovers, mitigating global security risks, and advancing disarmament. This submission to the General Assembly, entitled “Comprehensive study of the question of nuclear-weapon-free zones in all its aspects”, has been submitted to the General Assembly and is also included in the Report of the United Nations Secretary-General on the same topic (<a href="https://docs.un.org/en/A/79/950" target="_blank" rel="noopener" title=""><em>A/79/950</em></a><em>).</em></p>

This research paper analyses the impact of the evolving regional environment and changes in military dynamics on national threat perceptions, military and security strategies, and consequently assessments of the risks and benefits of acquiring or relinquishing WMD capabilities.</p>



<p>It identifies the possible implications of such adjustments on States’ positions regarding non-proliferation and disarmament initiatives, including the Middle East WMD Free Zone. The paper proposes a number of options to promote and enhance the security value of the Zone, including greater integration of the Zone with ongoing and future regional dialogues. In this publication, the author examines and analyzes the impact of AI on regional security, weapons of mass destruction (WMD), proliferation-related risks in the Middle East, and its potential influence on the initiative to establish a WMD-Free Zone in the region.</p>



<p>The author examines plausible scenarios, such as the emergence of an arms race in military applications of AI among regional states, which could either increase WMD proliferation risks in the region or, conversely, help reduce them. 										<content:encoded><![CDATA[<p>The quest to establish a Zone free of nuclear weapons and, subsequently, all weapons of mass destruction in the Middle East has spanned nearly 50 years. While notable progress has been made, a treaty for such a Zone still remains a distant objective.</p>



<p>This study chronicles the narratives of key stakeholders &#8211; the Arab states, the Islamic Republic of Iran, Israel, the Russian Federation, and the United States of America &#8211; who have been closely involved in Zone-related processes since 1974. By distilling insights from these narratives, the study uncovers major drivers and themes that underlie the behaviour of these stakeholders toward the Zone. Additionally, it provides a comprehensive historical account of important Zone-related processes and events from all of these perspectives.&nbsp;</p>



<p>The study draws upon information gathered through more than 80 interviews conducted with current and former officials as well as experts from over 20 states and regional and international organizations that have played significant roles in Zone-related processes. It also incorporates primary sources from UNIDIR&#8217;s Documents Depository.</p>



<p>The insights presented in this study offer a deeper understanding of the experiences and perspectives of contemporary witnesses involved in the ME WMDFZ issue throughout its history. The narratives shed light on how various stakeholders have perceived and interpreted historical events, revealing their diverse motivations, objectives, and perspectives assigned to other stakeholders, emphasizing the complexity and multifaceted nature of the Zone.</p>



<p>By identifying differing accounts and uncovering points of convergence, divergence, and misunderstanding about historical events, these narratives identify areas that require further dialogue and cooperation to bridge gaps and foster mutual understanding.&nbsp;</p>

										<content:encoded><![CDATA[<p>The urgent need for a weapon-of-mass destruction-free zone in the Middle East is increasingly evident, yet progress towards its establishment remains limited. Despite numerous resolutions in international forums and widespread support for the initiative, deep divisions among regional actors about its objectives and how to pursue them, alongside a lack of trust, have hindered progress. To address this challenging landscape, the United Nations Institute for Disarmament Research (UNIDIR), with the support of the European Union, launched a comprehensive project in August 2019. The project examined the historical context, perspectives, and prospects for a ME WMDFZ through research, dialogue, and capacity building.</p>



<p>This report offers a summary of the project’s activities and outputs, presenting key takeaways and proposals to advance the ME WMDFZ initiative. It provides insights into the evolution of the issue over time, drawing lessons for current and future efforts.</p>

										<content:encoded><![CDATA[<p>Mikhail Ivanovich Ulyanov served as the Director of the Department for Non-proliferation and Arms Control at the Ministry of Foreign Affairs (MFA) of the Russian Federation from 2011 to 2018. In this capacity, he represented Russia in the “troika” of the co-conveners (alongside the United Kingdom and the United States) of the Conference on the Establishment of a ME WMDFZ that was scheduled to take place in accordance with the Final Document adopted at the 2010 Review Conference of the Non-Proliferation Treaty (NPT). He currently serves as the Permanent Representative of Russia to International Organisations in Vienna.</p>

Since 2002, he was responsible for coordinating Arab positions on arms control and disarmament issues at different international forums and proposing policies to Arab League’s decision taking bodies. From 2014 to 2018, he served as Ambassador of the League of Arab States to Austria and Permanent Observer to International Organisations in Vienna. Between 2013 and 2017, he served on the Advisory Board of the UNSG on Disarmament Matters. Between 2010-2014, he was the Representative of the Arab League Secretary-General for Disarmament and Regional Security.<br>&nbsp;</p>

										<content:encoded><![CDATA[<p>Despite numerous regional and global frameworks in the form of the various NWFZ treaties and the NPT, there are few available international mechanisms addressing nuclear disarmament. Those that do exist are relatively nascent and, in many ways, still evolving.</p>



<p>This paper addresses the complexities associated with nuclear disarmament in the absence of an internationally accepted multilateral framework. The paper sketches out and examines the implications of two primary pathways to achieve nuclear disarmament in a future WMDFZ treaty, and the inclusion of specific disarmament provisions in the zone treaty. The paper also discusses the implications for each pathway.</p>



<p>The paper&#8217;s objective is to provide officials and experts with an overview of existing frameworks and tools for nuclear disarmament and how these might be addressed in the regional context and within the Middle East WMDFZ treaty.</p>

										<content:encoded><![CDATA[<p>The changing political and security context in the Middle East and internationally requires a fresh look at existing positions of states in the region on the Middle East weapons of mass destruction-free zone (ME WMDFZ).</p>



<p>In this publication, experts from eight Middle Eastern states discuss the positions and potential incentives, as well as dis- and missing incentives for their country’s engagement with the ME WMDFZ.</p>



<p>By identifying and collating the incentives of different states in the region, this publication aims to promote better understanding of regional states’ security dilemmas and specific concerns related to the WMDFZ; to identify points of convergence that can be built upon and points of divergence that need to be bridged; to facilitate exchange and dialogue among regional experts; and to expand regional capacity.</p>

										<content:encoded><![CDATA[<p>The Joint Comprehensive Plan of Action (JCPOA) explicitly states that it “should not be considered as setting precedents for any other state or for fundamental principles of international law.” However, its unique negotiations process, provisions, and implementation created an important set of tools that could provide valuable insights and lessons for a Middle East Weapons of mass Destruction Free Zone (ME WMDFZ). Understanding these tools in a regional context based on the JCPOA experience could provide ME WMDFZ negotiators and researchers important additional tools, ideas, and lessons learned on the road toward negotiating a Zone treaty. This series explores lessons from the JCPOA for the ME WMDFZ through essays focusing on five key themes, including the Iran nuclear deal’s negotiating process, structure and format; nuclear fuel cycle activities and research; safeguards and verification; nuclear cooperation; and compliance and enforcement.</p>
