Effective weapons and ammunition management (WAM) is fundamental to reducing the availability of illicit conventional arms, including small arms and light weapons (SALW), and ammunition, in circulation, to preventing their diversion to unauthorized users, and to mitigating the risk of unplanned explosions. WAM thus not only contributes to the prevention of armed conflicts and violence, including gender-based violence, but also contributes to peace, security, stability, and sustainable development.

By mid-2025, 18 States – including 14 in Africa – had assessed and made efforts to strengthen their national frameworks governing the management of weapons and ammunition through their life cycle using UNIDIR’s reference methodology for national WAM baseline assessments. This methodology identifies key functional areas for WAM. These range from establishing national coordination mechanisms, strategies and legal frameworks to strengthening controls over transfers, manage stockpiles, improvements to accountability through marking and record-keeping systems, dealing with illicit arms and ammunition, and final disposal.

This is the fourth annual update by UNIDIR to recognize the progress made to strengthen WAM policies and practices by those 14 African States. Information analysed for this update was collected primarily through meetings and interviews with national focal points and lead authorities, regional organizations, United Nations entities, and expert non-governmental organizations between mid-2024 and mid-2025. This annual WAM update also provides an analysis of progress across the regional baseline of policy and practice, and highlights persistent, context-specific and emerging challenges. The update presents national examples of practices and activities that have helped overcome some of these challenges, as well as examples of progress that is being made in strengthening national WAM frameworks in often challenging environments.

The exchange of good practices and lessons learned in strengthening WAM policy and practice in Africa seeks to enhance the knowledge of States, regional organizations and international partners on ways to establish and implement comprehensive national and regional frameworks governing the full lifecycle of arms and ammunition.

UNIDIR encourages the community of States, regional organizations and relevant international partners to consult its WAM country insight and annual update series as a useful reference to support the planning, implementation and monitoring and evaluation for future WAM projects.

UNIDIR defines weapons and ammunition management (WAM) in a comprehensive manner covering the oversight, accountability and governance of conventional arms and ammunition throughout their management cycle. This includes the establishment of relevant national frameworks, processes and practices for the safe and secure production and acquisition of materiel, stockpiling, transfers, end use control, tracing and disposal. This holistic approach is essential in ensuring that efforts to better regulate arms and ammunition are undertaken in alignment with relevant humanitarian, peacebuilding, security sector governance, rule of law, counter-terrorism, and armed violence reduction processes and not in isolation.

This country insight presents the main findings of the WAM follow-up assessment conducted in March 2023 by the Government of the Republic of Côte d’Ivoire, through the National Commission for the Fight against the Proliferation and Illicit Trafficking of Small Arms and Light Weapons, in cooperation with the Economic Community of West African States (ECOWAS) and UNIDIR. The publication draws from the comprehensive follow-up assessment report shared by UNIDIR in cooperation with ECOWAS to the Government of Côte d’Ivoire and sheds light on the progress made since the initial 2016 baseline assessment (last country insight report). It includes information on existing institutional and operational capacities, policies and procedures, as well as challenges faced by Ivorian authorities at strategic and operational levels and options for further strengthening the national framework governing through-life management of weapons and ammunition in the Ivory coast.

UNIDIR encourages States, regional and sub-regional organisations, and relevant international partners to consult this Côte d’Ivoire WAM Country Insight, as well as its Country Insight series and annual updates. These resources can serve as a basis for strengthening WAM policies and practices at different levels and for planning, implementing and evaluating future projects related to WAM and areas in Côte d’Ivoire as well as other African States respectively.

Effective weapons and ammunition management (WAM) can reduce the number of illicit conventional arms, including small arms and light weapons, and ammunition in circulation, prevent their diversion to unauthorized users, and mitigate the risk of unplanned explosions of munitions. WAM can thereby contribute to preventing armed conflicts and violence, including gender-based violence, as well as the maintenance of peace and the achievement of socioeconomic and development goals.

By early 2024, 15 states – including 12 African states – have assessed and made efforts to strengthen their national frameworks governing the management of conventional weapons and ammunition throughout their life cycle using UNIDIR’s Reference Methodology for National WAM Baseline Assessments. UNIDIR has identified 10 key functional areas for WAM, including a national coordination mechanism and a legal and regulatory framework, as well as measures to be taken to control transfers, manage stockpiles, ensure accountability through marking and record-keeping, dealing with illicit arms and ammunition, and final disposal.

This is the third annual update by UNIDIR to recognize the progress made to strengthen WAM policies and practices by those 12 African states. This update provides an initial comparative analysis of progress made across the regional baseline of WAM policy and practice. It sheds light on persistent as well as context-specific challenges encountered by States in strengthening their national WAM frameworks. The update presents national examples of activities and progress made in oftentimes challenging environments from 2023 to early 2024 in the 10 key WAM functional areas.

The exchange of good practices and lessons learned in strengthening WAM policy and practice in Africa seeks to enhance the knowledge of States, regional organisations and international partners on ways to establish and implement comprehensive national and regional frameworks governing the full lifecycle of arms and ammunition.

UNIDIR encourages the Community of States, regional organisations and relevant international partners to consult its WAM Country Insight and Annual Update series as a useful reference to support the planning, implementation and monitoring and evaluation for future WAM projects.

Between May and September 2023, UNODA and UNIDIR co-organized a series of expert seminars to bring a diverse group of experts from Member States, United Nations entities, regional and international organizations, specialized non-governmental organizations, civil society, and the private sector together to discuss critical issues in SALW control.

These discussions, which covered new technologies, national ownership, international cooperation and assistance, and the linkages between SALW and sustainable development, identified actionable steps that States could consider at RevCon4 to advance PoA/ITI implementation.

Illicitly craft-produced small arms and light weapons (SALW) are increasingly used in episodes of armed violence, terrorism, and criminality across all regions of the world. Despite the global nature of this issue, and the significant challenges it poses for regulation, detection and control, a global discussion on and approach to this issue is lacking.

In June 2024, UNIDIR will present a global study on crafted-produced SALW to increase knowledge and understanding on proliferation trends, and raise awareness of the challenges for preventing and addressing their illicit proliferation, trafficking, and misuse. This factsheet presents a preliminary and non-exhaustive overview of the information collected from 43 States, as well as United Nations entities, regional organizations, and civil society actors. This information is intended to support preparations for the Fourth Review Conference on the implementation of the Programme of Action (PoA) and International Tracing Instrument (ITI).

Information presented in this Factsheet draws upon UNIDIR’s Global Survey on addressing the global craft production of SALW, which was distributed to all UN Member States during 2023. The Survey sought to gather information to enable a mapping of different types of SALW craft production around the globe, and identify challenges and effective measures to address the illicit proliferation of craft-produced SALW. UNIDIR continues to welcome contributions to this research.

The promotion of an open, secure, stable, accessible, and peaceful ICT environment is a recurrent objective in the multilateral processes relating to international and ICT security at the United Nations. For example, in the final report of the Group of Governmental Experts (GGE) on Advancing Responsible State Behavior in Cyberspace in the Context of International Security 2021, it is affirmed that “an open, secure, stable, accessible and peaceful ICT environment is essential for all and requires effective cooperation among States to reduce risks to international peace and security.”

However, the fragmentation of the ICT environment, and more specifically of the internet, has become an increasingly serious possibility, which is already occurring in certain settings. Indeed, the fragmentation of the internet can affect different and sometimes intertwined levels, including political, commercial, and technological.

The purpose of this primer is to provide a brief and concise analysis of the possible effects and consequences of internet fragmentation on cybersecurity as broadly understood.

This research seeks to fill this gap by exploring the links between the proliferation of weapons, particularly Small Arms and Light Weapons (SALW) and CRSV and by proposing an arms control and disarmament toolbox that can be leveraged to prevent CRSV at all stages of a conflict.

In addition to supporting short-term and long-term prevention of CRSV, a gender-responsive implementation of the proposed toolbox can contribute to changing gender norms and attitudes by promoting women’s participation in decision-making about security issue – including arms control and disarmament, which has traditionally been a male-dominated field – thereby addressing structural gender inequality, a root cause of CRSV.

Subsea communications cables are an essential element of the information and communications technology (ICT) ecosystem, transmitting practically all our telecommunications and data. Their security and resilience are critical to the well-being and functioning of societies across the globe, and to international security and stability. While technological innovation is enabling faster and more widespread connectivity, the global network of subsea communications cables is facing continuous physical and cyber threats, requiring urgent policy and operational responses involving both State and non-State actors.

This report approaches subsea communications cables from a systemic perspective: as core elements of the broader ICT ecosystem. It begins with an overview of developments in subsea cable technology and associated ‘wet’ (undersea) and ‘dry’ (land) plant infrastructure and the main actors involved in the subsea cable industry. It then provides an overview of the more commonly cited threats and vulnerabilities relevant to subsea cable systems and related infrastructure, followed by an introduction to the extant subsea cable governance regime. Drawing in part from the Government Best Practices of the International Cable Protection Committee and existing recommendations negotiated under the umbrella of the General Assembly’s First Committee on Disarmament and International Security, it concludes with some preliminary recommendations on cooperative steps that governments can take to advance responsible State behaviour and to strengthen the resilience of subsea cable systems and related infrastructure.

UNIDIR defines WAM in a comprehensive manner covering the oversight, accountability and governance of conventional arms and ammunition throughout their management cycle, including the establishment of relevant national frameworks, processes and practices for the safe and secure production and acquisition of materiel, stockpiling, transfers, end use control, tracing and disposal. This holistic approach is essential in ensuring that efforts to better regulate arms and ammunition are undertaken in alignment with broader security sector, rule of law, armed violence reduction, counter-terrorism, and peacebuilding processes, and not in isolation.

This country insight presents key findings of the national WAM baseline follow-up assessment conducted in April 2022 by the Government of the Central African Republic (CAR), via the designated national lead entity, the Commission nationale de Lutte contre la Prolifération des Armes Légères et de Petit Calibre (ComNat-ALPC) in cooperation with and with technical assistance from the United Nations Institute for Disarmament Research (UNIDIR), with the organisational and logistical support of the United Nations Multidimensional Integrated Stabilisation Mission in the CAR (MINUSCA).

The publication draws from the comprehensive baseline follow-up assessment report transmitted by UNIDIR to the Government of CAR in August 2022 and sheds light on the progress made in WAM since the first baseline assessment in 2017, the existing institutional and operational capacities, challenges faced by the Central African authorities at the strategic and operational levels and options for further strengthening the national framework governing the life-cycle management of weapons and ammunition in CAR.

The Country Insight covers the period up to April 2022 and does not reflect or take into account more recent changes and developments including with regards to WAM in CAR since April 2022. Nevertheless, most of the main findings as well as the identified options to further strengthening WAM in CAR remain relevant and valid.

Moreover, several initiatives are underway to advance biosecurity and safety. However, these initiatives are often context specific and the effective implementation of biosecurity and biosafety measures around the globe remains inadequate.

To address this gap, in 2022, France, Senegal and Togo submitted a revised proposal to the BWC for the “establishment of an international platform dedicated to biosecurity and biosafety: SecBio”. The proposal includes three pillars: a searchable repository for biosafety- and biosecurity-related materials; a learning module; and a forum for expert networking to exchange information, data and best practices. To this end, this report draws lessons from past initiatives to develop repositories, learning modules and expert forums in order to inform the development of the SecBio platform (and any such similar initiatives).

The report begins with an overview of the importance of biosafety and biosecurity in the context of the BWC. It then proceeds to look at each of the platform pillars in turn, drawing from past experiences to identify lessons and develop options for state parties to consider.

The post Assessing the SecBio Platform Proposal for the Biological Weapons Convention first appeared on UNIDIR.
