										<content:encoded><![CDATA[<p>Since 2015, States Parties to the Arms Trade Treaty (ATT) have been required to report annually on imports and exports, including international transfers of small arms and light weapons (SALW), as part of the Treaty&#8217;s transparency framework.</p>



<p>After a decade of reporting under the ATT, how much transparency exists regarding transfers of SALW? What has changed in practice? This policy brief examines reporting trends for the period 2015–2024 and assesses what the available data reveal about how ATT States Parties implement the Treaty’s obligations.</p>



<p>It highlights both the progress and the worrying trends in State reporting on international transfers of SALW and explores how additional national reporting practices, such as information on brokering authorisations and licence denials, could further strengthen understanding of the global authorised SALW trade.&nbsp;The analysis aims to provide food for thought ahead of the March 2026 meetings of the ATT Working Group on Transparency and Reporting.</p>

										<content:encoded><![CDATA[<p>Effective weapons and ammunition management (WAM) is fundamental to reducing the availability of illicit conventional arms, including small arms and light weapons (SALW), and ammunition, in circulation, to preventing their diversion to unauthorized users, and to mitigating the risk of unplanned explosions. WAM thus not only contributes to the prevention of armed conflicts and violence, including gender-based violence, but also contributes to peace, security, stability, and sustainable development.</p>



<p>By mid-2025, 18 States – including 14 in Africa – had assessed and made efforts to strengthen their national frameworks governing the management of weapons and ammunition through their life cycle using UNIDIR’s reference methodology for national WAM baseline assessments. This methodology identifies key functional areas for WAM. These range from establishing national coordination mechanisms, strategies and legal frameworks to strengthening controls over transfers, manage stockpiles, improvements to accountability through marking and record-keeping systems, dealing with illicit arms and ammunition, and final disposal.</p>



<p>This is the fourth annual update by UNIDIR to recognize the progress made to strengthen WAM policies and practices by those 14 African States. Information analysed for this update was collected primarily through meetings and interviews with national focal points and lead authorities, regional organizations, United Nations entities, and expert non-governmental organizations between mid-2024 and mid-2025. This annual WAM update provides an analysis of progress across the regional baseline of policy and practice, and highlights persistent, context-specific and emerging challenges. The update presents national examples of practices and activities that have helped overcome some of these challenges, as well as examples of progress that is being made in strengthening national WAM frameworks in often challenging environments.</p>



<p>The exchange of good practices and lessons learned in strengthening WAM policy and practice in Africa seeks to enhance the knowledge of States, regional organizations and international partners on ways to establish and implement comprehensive national and regional frameworks governing the full lifecycle of arms and ammunition.</p>



<p>UNIDIR encourages the community of States, regional organizations and relevant international partners to consult its WAM country insight and annual update series as a useful reference to support the planning, implementation and monitoring and evaluation for future WAM projects.</p>

										<content:encoded><![CDATA[<p>Poorly implemented controls on the end use or end user of exported arms can contribute to the diversion of those arms. This issue brief is intended to support States Parties to the Arms Trade Treaty (ATT) in effectively implementing controls on the end-use/r, using end-use/r documentation as a key tool to prevent arms diversion. This is in line with Article 11 of the treaty and in support of the implementation of other treaty provisions.</p>



<p>The issue brief addresses existing discussions and good practices on end-use/r controls and how ATT States Parties use end-use/r controls, including documentation, within their own diversion-prevention measures. It also aims to improve understanding of underutilized potential and to identify options that could be pursued to strengthen control systems in order to more effectively implement the ATT’s provisions on diversion prevention and related efforts.</p>



<p>This brief is intended to inform the ongoing exchange of national implementation practices within the ATT, specifically the discussion on national import controls, and future deliberations on intersecting issues.</p>



<p>This is the sixth in a series of ATT issue briefs released as part of joint research by the research consortium composed of UNIDIR, Conflict Armament Research and the Stimson Center. Established in 2019, the consortium provides research, technical advice, expertise and tools to enhance knowledge of the ATT and facilitate dialogue among States, strengthen shared understanding of the impact of the treaty in addressing diversion risks, and identify avenues to promote effective policies and practices under the treaty.</p>

										<content:encoded><![CDATA[<p>UNIDIR defines weapons and ammunition management (WAM) in a comprehensive manner covering the oversight, accountability and governance of conventional arms and ammunition throughout their management cycle. This includes the establishment of relevant national frameworks, processes and practices for the safe and secure production and acquisition of materiel, stockpiling, transfers, end use control, tracing and disposal. This holistic approach is essential in ensuring that efforts to better regulate arms and ammunition are undertaken in alignment with relevant humanitarian, peacebuilding, security sector governance, rule of law, counter-terrorism, and armed violence reduction processes and not in isolation.</p>



<p>This country insight presents the main findings of the WAM follow-up assessment conducted in March 2023 by the Government of the Republic of Côte d&#8217;Ivoire, through the National Commission for the Fight against the Proliferation and Illicit Trafficking of Small Arms and Light Weapons, in cooperation with the Economic Community of West African States (ECOWAS) and UNIDIR. The publication draws from the comprehensive follow-up assessment report shared by UNIDIR in cooperation with ECOWAS to the Government of Côte d&#8217;Ivoire and sheds light on the progress made since the initial 2016 baseline assessment (<a href="https://unidir.org/publication/weapons-and-ammunition-management-country-insight-cote-divoire/">last country insight report</a>). It includes information on existing institutional and operational capacities, policies and procedures, as well as challenges faced by Ivorian authorities at strategic and operational levels and options for further strengthening the national framework governing through-life management of weapons and ammunition in the Ivory coast.</p>



<p>UNIDIR encourages States, regional and sub-regional organisations, and relevant international partners to consult this Côte d&#8217;Ivoire WAM country insight, as well as its <a href="https://unidir.org/publication/weapons-and-ammunition-management-in-africa-insight-2024-update/">country insight series and annual updates</a>. These resources can serve as a basis for strengthening WAM policies and practices at different levels and for planning, implementing and evaluating future projects related to WAM and areas in Côte d&#8217;Ivoire as well as other African States respectively.</p>

However, for more than 30 years, high-profile cases have raised greater awareness of arms brokering. This includes awareness of the ways in which some unscrupulous brokers continue to be actively engaged in the diversion and illicit trade in conventional arms, including small arms and light weapons and ammunition to or between unauthorized (end-)users, including criminals, non-state armed groups and terrorist groups, as well as their procurement networks.</p>



<p>This Arms Trade Treaty (ATT) issue brief is intended to support the efforts of ATT States Parties to implement the treaty’s brokering and related provisions. Since the treaty’s entry into force, no dedicated dialogue has occurred under the ATT framework on the regulation and control of brokers and brokering in conventional arms. A number of questions, knowledge gaps and key issues have thus remained unresolved since the negotiation of the treaty. This issue brief addresses some of these gaps by identifying key issues that merit further consideration by States and other interested parties. It is intended to provide a basis for discussions on the complex issue of regulating arms brokering by the ATT Working Group on Effective Treaty Implementation.</p>



<p>This is the fifth in a series of ATT issue briefs released as part of joint research by the research consortium composed of UNIDIR, Conflict Armament Research and the Stimson Center. 										<content:encoded><![CDATA[<p>Countering the Diversion of arms using TEChnology Tools (D-TECT) is a joint project by the Flemish Peace Institute (FPI) and the United Nations Institute for Disarmament Research (UNIDIR). The aim of Project D-TECT is to develop and test an approach to identifying and assessing the utility and feasibility of using specific technologies that could be used to support or strengthen existing initiatives aimed at detecting, preventing, and mitigating the diversion of conventional weapons.</p>



<p>Project D-TECT consists of two consecutive phases. The first phase was to identify existing technologies that could be suited to countering the diversion of conventional weapon systems and develop a framework that makes it possible to identify and assess technologies used to counter diversion. The second phase is to assess, refine and validate the list of identified technologies in relation to specific types of conventional weapon systems.</p>



<p>This current paper is a product of the second phase of the research. It focuses on examining the extent to which different technologies could help counter the diversion of small arms and light weapons and the barriers to their implementation. Based on a series of stakeholder engagements, this paper examines the relevance and applicability of 14 technologies to support or strengthen efforts to counter the diversion of small arms and light weapons (SALW).&nbsp;</p>



<p>All 14 technologies were assessed by the stakeholders who took part in the research to have potential relevance in helping to counter SALW diversion. However, the relevance of the technologies did differ depending on the life cycle stage&nbsp;(i.e., pre-export, transfer or post-delivery) and whether they were most suitable to helping with prevention, detection or identification. The findings also show that the adoption of technology will also necessitate overcoming a number of systemic barriers. As a result, the paper provides a non-exhaustive overview of possible options which could be undertaken to overcome or mitigate these barriers.</p>

										<content:encoded><![CDATA[<p>Effective weapons and ammunition management (WAM) can reduce the number of illicit conventional arms, including small arms and light weapons, and ammunition in circulation, prevent their diversion to unauthorized users, and mitigate the risk of unplanned explosions of munitions. WAM can thereby contribute to preventing armed conflicts and violence, including gender-based violence, as well as the maintenance of peace and the achievement of socioeconomic and development goals. </p>



<p>By early 2024, 15 states – including 12 African states – have assessed and made efforts to strengthen their national frameworks governing the management of conventional weapons and ammunition throughout their life cycle using UNIDIR’s Reference Methodology for National WAM Baseline Assessments. UNIDIR has identified 10 key functional areas for WAM, including a national coordination mechanism and a legal and regulatory framework, as well as measures to be taken to control transfers, manage stockpiles, ensure accountability through marking and record-keeping, dealing with illicit arms and ammunition, and final disposal.&nbsp;</p>



<p>This is the third annual update by UNIDIR to recognize the progress made to strengthen WAM policies and practices by those 12 African states. This update provides an initial comparative analysis of progress made across the regional baseline of WAM policy and practice. It sheds light on persistent as well as context-specific challenges encountered by States in strengthening their national WAM frameworks. The update presents national examples of activities and progress made in oftentimes challenging environments from 2023 to early 2024 in the 10 key WAM functional areas.</p>



<p>The exchange of good practices and lessons learned in strengthening WAM policy and practice in Africa seeks to enhance the knowledge of States, regional organisations and international partners on ways to establish and implement comprehensive national and regional frameworks governing the full lifecycle of arms and ammunition.</p>



<p>UNIDIR encourages the Community of States, regional organisations and relevant international partners to consult its WAM Country Insight and Annual Update series as a useful reference to support the planning, implementation and monitoring and evaluation for future WAM projects.</p>

Cette approche holistique est essentielle afin de garantir que les efforts visant à mieux réglementer les armes et les munitions sont entrepris en concordance avec les processus plus larges du secteur de la sécurité, de l&#8217;État de droit, de la réduction de la violence armée, de la lutte contre le terrorisme, ainsi qu’avec les efforts de la consolidation de la paix, et non pas de manière isolée et détachée.</p>



<p>Cet Aperçu de Pays présente les principales conclusions de l&#8217;évaluation nationale de base en matière d&#8217;armes et de munitions, réalisée en avril 2022 par le gouvernement de la République du Bénin, par l&#8217;intermédiaire de l&#8217;entité nationale désignée comme chef de file, la Commission Nationale de Lutte contre la Prolifération des Armes Légères (CNLCPAL), en coopération avec la Communauté Économique des États de l&#8217;Afrique de l&#8217;Ouest (CEDEAO) et l&#8217;Institut des Nations Unies pour la Recherche sur le Désarmement (UNIDIR). La publication s&#8217;appuie sur le rapport complet d&#8217;évaluation de suivi de base transmis par l&#8217;UNIDIR, en coopération avec la CEDEAO, au gouvernement de la République du Bénin et apporte un éclairage sur les capacités institutionnelles et opérationnelles existantes en matière de GAM, les défis rencontrés par les autorités béninoises aux niveaux stratégique et opérationnel ainsi que les options pour renforcer davantage le cadre national régissant la gestion du cycle de vie des armes et des munitions au Bénin.</p>



<p>L’Aperçu de Pays couvre la période allant jusqu&#8217;à avril 2022 et ne reflète pas ou ne prend pas en compte les changements et les développements plus récents, y compris en ce qui concerne la GAM au Bénin depuis avril 2022. Néanmoins, la plupart des principales conclusions ainsi que les options identifiées pour renforcer davantage la GAM au Bénin restent pertinentes et valables.</p>



<p>&nbsp;L&#8217;UNIDIR encourage la communauté des Etats, les organisations régionales et sous-régionales et les partenaires internationaux concernés à consulter cet Aperçu de Pays sur la GAM au Bénin, ainsi que ses séries d’Aperçu de Pays sur la GAM ainsi que les mises à jour annuelles, comme base afin de renforcer les politiques et les pratiques de la GAM à différents niveaux, ainsi que pour planifier, mettre en œuvre et évaluer les futurs programmes et projets liés à la GAM, et aux domaines connexes, au Bénin et dans d&#8217;autres États africains respectivement.</p>

										<content:encoded><![CDATA[<p>This Issue Brief is intended to raise awareness and increase the knowledge of States Parties and other relevant stakeholders on effective ways of engaging industry and other private sector actors to prevent and address the diversion of conventional arms.</p>



<p>It presents a preliminary non-exhaustive mapping of industry and other private sector actors engaged in the various stages of the arms transfer chain and highlights some “red flags” and risk indicators that they can consider while conducting their day-to-day businesses to support States Parties in the detection and prevention of diversion. It also provides information on existing practices and opportunities for enhancing the engagement of industry and other private sectors actors within the ATT framework.</p>



<p>The paper is the fourth in a series of issue briefs released from a research Consortium established by UNIDIR, Conflict Armament Research and Stimson Center in 2019. The research aims at increasing knowledge and strengthening shared understanding on the Arms Trade Treaty (ATT) to support its effective implementation.</p>



<p><em>About the Consortium</em></p>



<p>The United Nations Institute for Disarmament Research (UNIDIR), Conflict Armament Research (CAR), and the Stimson Center established a research Consortium in 2019 aimed at increasing knowledge and strengthening shared understanding on the Arms Trade Treaty (ATT) to support its effective implementation. In 2023, the Consortium is conducting research and facilitating dialogue events on “The Role of Industry in Responsible International Transfers of Conventional Arms”, in support of the Republic of Korea’s Presidency of the Ninth Conference of States Parties (CSP9) to the ATT.<br>&nbsp;</p>

										<content:encoded><![CDATA[<p>On Thursday 26 January 2023, the United Nations Institute for Disarmament Research (UNIDIR), the Stimson Center and Conflict Armament Research organized a one-day brainstorming workshop on “The Role of Industry in Responsible International Transfers of Conventional Arms” in support of the Republic of Korea’s presidency of the Ninth Conference of States Parties (CSP9) to the Arms Trade Treaty (ATT).</p>



<p>This summary report presents some of the workshop’s key discussion points and issues for consideration during the ATT CSP9 cycle of meetings. It provides some background information on industry expectations regarding the impact of the ATT and explores how to improve industry engagement with the ATT process. It also highlights some of the potential benefits for industry – which ranges from arms manufacturers, via logistics companies to financial service providers – if the ATT can facilitate greater convergence of arms transfer laws and regulatory approaches around the world. It is anticipated that this document can support the preparation of a working paper by the CSP9 presidency that contains recommendations for concrete action to support effective implementation and universalization of the ATT.</p>

La publication s&#8217;appuie sur le rapport complet d&#8217;évaluation de suivi de base transmis par l&#8217;UNIDIR, en coopération avec la CEDEAO, au gouvernement de la République Togolaise et apporte un éclairage sur les capacités institutionnelles et opérationnelles existantes en matière de GAM, les défis rencontrés par les autorités togolaises aux niveaux stratégique et opérationnel ainsi que les options pour renforcer davantage le cadre national régissant la gestion du cycle de vie des armes et des munitions au Togo.</p>



<p>L’Aperçu de Pays couvre la période allant jusqu&#8217;à décembre 2021 et ne reflète pas ou ne prend pas en compte les changements et les développements plus récents, y compris en ce qui concerne la GAM au Togo depuis décembre 2022. Néanmoins, la plupart des principales conclusions ainsi que les options identifiées pour renforcer davantage la GAM au Togo restent pertinentes et valables.&nbsp;<br>&nbsp;<br>L&#8217;UNIDIR encourage la communauté des Etats, les organisations régionales et sous-régionales et les partenaires internationaux concernés à consulter cet Aperçu de Pays sur la GAM au Togo, ainsi que ses séries d’Aperçu de Pays sur la GAM ainsi que les mises à jour annuelles, comme base afin de renforcer les politiques et les pratiques de la GAM à différents niveaux, ainsi que pour planifier, mettre en œuvre et évaluer les futurs programmes et projets liés à la GAM, et aux domaines connexes, au Togo et dans d&#8217;autres États africains respectivement.</p>

<p>&#8216;Strengthening shared understanding on the impact of the Arms Trade Treaty (ATT) in addressing risks of diversion in arms transfers&#8217; is a joint research initiative by the United Nations Institute for Disarmament Research (UNIDIR), Conflict Armament Research, and the Stimson Center (jointly referred to as the Consortium). Through a series of Issue Briefs and dialogue events, the objective of the initiative is to enhance knowledge and facilitate dialogue among States to strengthen shared understanding on the impact of the ATT in addressing risks of diversion in arms transfers, and to identify options and avenues for more effective policies and practices under the Treaty moving forward.</p>



<h4 class="wp-block-heading">The Compendium</h4>



<p>During 2020–22, the Consortium produced three Issue Briefs and launched a new Counter-Diversion Assessment Tool. This body of research aims at contributing to tackling diversion risks associated with poorly regulated arms transfers at the national, regional and multilateral levels and at informing the development of good policies and practices within the framework of the ATT and other relevant instruments. The Compendium presents key recommendations, resources and tools from the 4 publications mentioned above. It aims at providing a light overview of this work and an introduction to some of its key themes and findings.</p>

										<content:encoded><![CDATA[<p>UNIDIR defines WAM in a comprehensive manner covering the oversight, accountability and governance of conventional arms and ammunition throughout their management cycle, including the establishment of relevant national frameworks, processes and practices for the safe and secure production and acquisition of materiel, stockpiling, transfers, end use control, tracing and disposal. This holistic approach is essential in ensuring that efforts to better regulate arms and ammunition are undertaken in alignment with broader security sector, rule of law, armed violence reduction, counter-terrorism, and peacebuilding processes, and not in isolation.&nbsp;</p>



<p>This country insight presents key findings of the national WAM baseline follow-up assessment conducted in April 2022 by the Government of the Central African Republic (CAR), via the designated national lead entity, the Commission nationale de Lutte contre la Prolifération des Armes Légères et de Petit Calibre (ComNat-ALPC) in cooperation with and with technical assistance from the United Nations Institute for Disarmament Research (UNIDIR), with the organisational and logistical support of the United Nations Multidimensional Integrated Stabilisation Mission in the CAR (MINUSCA). The publication draws from the comprehensive baseline follow-up assessment report transmitted by UNIDIR to the Government of CAR in August 2022 and sheds light on the progress made in WAM since the first baseline assessment in 2017, the existing institutional and operational capacities, challenges faced by the Central African authorities at the strategic and operational levels and options for further strengthening the national framework governing the life-cycle management of weapons and ammunition in CAR.</p>



<p>The Country Insight covers the period up to April 2022 and does not reflect or take into account more recent changes and developments including with regards to WAM in CAR since April 2022. Nevertheless, most of the main findings as well as the identified options to further strengthening WAM in CAR remain relevant and valid.&nbsp;</p>



<p>UNIDIR encourages the community of states, regional and sub-regional organisations and relevant international partners to consult this CAR WAM Country Insight, as well as its Country Insight and Annual WAM Update series, as a basis for strengthening WAM policies and practices at different levels as well as planning, implementing and evaluating future programmes and projects related to WAM, and related areas, in CAR and other respective African States.</p>

										<content:encoded><![CDATA[<p>A core objective of the Arms Trade Treaty (ATT) is to prevent and eradicate the illicit trade of conventional arms and prevent their diversion. Since 2020, the United Nations Institute for Disarmament Research (UNIDIR), Conflict Armament Research (CAR), and Stimson Center have implemented a joint research project examining the progress made by States Parties to prevent, detect, and address diversion since the Treaty’s entry into force in order to identify and promote knowledge on effective counter-diversion measures. The report presents findings of this research and publish&nbsp;a new methodological tool that interested State Parties can use to assess the existence and efficacy of counter-diversion measures in their national context. It also takes stock of the ATT’s contributions to enhancing national and multilateral efforts to tackle diversion and discusses options and avenues to promote the establishment and strengthening of sustainable measures within the framework of the ATT that create an enabling environment for countering the diversion of conventional arms.</p>

										<content:encoded><![CDATA[<p>Terrorist acquisition of different types of weapons, including Small Arms and Light Weapons (SALW), their corresponding ammunition, improvised explosive device (IED) components, and uncrewed aerial systems (UAS) and components, poses a global threat to international peace and security. Preventing such acquisitions by terrorists presents States and the international community as well as communities of practitioners with a set of complex and multifaceted challenges.</p>



<p>In March 2022, the UN Counter-Terrorism Committee Executive Directorate (CTED), United Nations Counter-Terrorism Centre (UNCCT) of the UN Office of Counter-Terrorism (UNOCT) and UNIDIR launched the “Technical guidelines to facilitate the implementation of Security Council resolution 2370 (2017) and related international standards and good practices on preventing terrorists from acquiring weapons”. The technical guidelines have been developed under a joint project implemented by CTED, working on behalf of the UN Global Counter-Terrorism Coordination Compact Working Group on Border Management and Law Enforcement relating to Counter-Terrorism, funded by UNCCT and co-implemented by UNCCT and UNIDIR.</p>



<p>With the adoption by the Security Council of its resolution 2370 (2017), the Council reaffirmed its previous decision in resolution 1373 (2001) that all States should refrain from providing any form of support to those involved in terrorist acts, including by eliminating the supply of weapons – including SALW, military equipment, UAS and their components, and IED components – to those involved in terrorist acts. The Security Council urged Member States to act cooperatively to prevent terrorists from acquiring weapons and called upon them to become party to related international and regional instruments. Resolution 2370 is the first Security Council resolution specifically dedicated to preventing terrorists from acquiring weapons.</p>



<p>The technical guidelines have been developed as part of a broader project that seeks to facilitate and support the implementation of resolution 2370 (2017), relevant subsequent resolutions, good practices, and international standards. The technical guidelines aim at contributing to the enhancement of Member States’ legislative, strategic, and operational capacities to prevent, detect and counter the acquisition, illicit trafficking and use of different weapons, systems, and components.</p>



<p>These technical guidelines are non-binding and should be considered living working reference document. They are also expected to form a basis for dialogue at different levels, including among regional and national stakeholders in their efforts to assess, develop, review, and refine regional and national measures to prevent terrorist acquisition of weapons. Following roll-out, application and use, the document will be subject to modifications, revisions, and updates, based on feedback received from States and the technical communities of practice.</p>

<p>The third in a series from UNIDIR, Conflict Armament Research, and the Stimson Center, this Issue Brief presents the Diversion Analysis Framework (DAF). The Framework has been designed as an analytical tool for interested States and relevant stakeholders to enhance their ongoing efforts to prevent, detect, eradicate, and address diversion. It is hoped that by gaining a better understanding of the problem, appropriate measures can be taken by each State to create an enabling environment to counter, not facilitate, diversion. The objective of this joint research endeavour is to enhance knowledge and facilitate dialogue among States to strengthen shared understanding on the impact of the ATT in addressing risks of diversion, and to identify avenues to further promote effective policies and practices under the Treaty.</p>

Comprehensive, holistic and systematic national WAM baseline assessments are an essential prerequisite for informing and guiding effective strategic formulation, programme planning, and monitoring and evaluation, and – more broadly – support governance and accountability.</p>



<p>A national WAM baseline assessment aims to assist States in their efforts to comprehensively and systematically assess WAM institutions, and their policy and operational processes and capacities, in line with their obligations and commitments at different levels as well as relevant international standards and technical guidelines. A national WAM baseline allows comparison and measurability of variation or progress over time periods, as well as impact, in different environments. One of the key results of such an assessment, and the starting point for follow-up activities, is the development of an actionable ‘national road map’ towards a strengthened and comprehensive national WAM framework.</p>



<p>The Reference Methodology for National Weapons and Ammunition Management Baseline Assessments codifies the methodology which has been used to design and implement baseline assessments with 11 States (2015–2020), in cooperation with subregional, regional, United Nations and other partners. It draws inter alia on lessons learned while applying and refining the methodology with partners. The Reference Methodology represents UNIDIR’s practical contribution to ongoing regional efforts and new initiatives at subregional, regional and international levels to undertake comprehensive national WAM baseline assessments.&nbsp;</p>



<p>This reference methodology is a practical tool to guide interested parties on how to implement a strategic WAM baseline assessment at the national level. It is being published to enhance knowledge and to promote consistency in the use of WAM baseline assessments by interested stakeholders. It will enable collaboration between States seeking assistance to undertake a national WAM baseline assessment and United Nations entities, regional organizations, and specialized non-governmental organizations that can provide support for such efforts.</p>

Enfocarse en este elemento concreto ofrece varias posibles ventajas: a diferencia de las armas de fuego, las municiones deben reponerse una vez utilizada, por lo que limitar su flujo puede “dejar sin oxígeno” a este tipo de armas. Además, el tiempo que transcurre desde la transferencia hasta el uso tiende a ser más corto, lo que aumenta las probabilidades de que las políticas nacionales tengan un efecto inmediato en la reducción de la violencia armada. En resumen, una investigación sistemática del flujo de las municiones ayudaría a articular políticas para responder a este problema, con la posibilidad de reducir las repercusiones de la violencia relacionada con armas de fuego.</p>



<p>El objetivo de este Manual es ofrecer a los usuarios una guía paso a paso para la elaboración de perfiles de municiones que ofrezcan una visión general de las municiones de armas pequeñas (MAP) que ha sido objeto de desvío, tráfico o uso indebido en entornos afectados por la violencia armada. El principal beneficio de utilizar este Manual es ayudar a establecer una base de evidencias que permita formular políticas para frenar el flujo de munición que, de otro modo, iría a parar en manos no autorizadas o desembocaría en usos no autorizados. Posteriormente, los datos acumulados y las lecciones aprendidas de los entornos afectados por la violencia armada pueden canalizarse hacia instancias superiores para orientar procesos a escala multilateral y mundial. Por lo tanto, el Manual contribuye de dos formas diferenciadas a la labor en esta materia: i) por un lado, codifica un método que cualquier usuario interesado puede utilizar para obtener resultados de forma estandarizada y, ii) por otro, aporta una perspectiva de violencia armada al método de elaboración de perfiles de municiones, con miras a que se reproduzca este enfoque en estudios similares.</p>

										<content:encoded><![CDATA[<p>L’UNIDIR définit la GAM dans une manière exhaustive couvrant la surveillance, la responsabilité et la gestion des armes et des munitions tout au long de leur cycle de vie, y compris la mise en place de cadres, processus et pratiques nationales pertinentes pour une production et acquisition de matériel, le stockage, les transferts, le traçage et l&#8217;élimination en toute sécurité. Cette approche holistique est essentielle pour que les efforts visant à mieux réglementer les armes et les munitions ne soient pas entrepris de manière isolée, mais au contraire qu’ils s’inscrivent dans la lignée de la sécurité comprise au sens large, de l&#8217;état de droit, la réduction de la violence armée, la lutte contre le terrorisme, et des processus de consolidation de la paix. La portée de la recherche se focalise sur les moyens et les méthodes permettant de renforcer des cadres nationaux et régionaux de la GAM en Afrique, ainsi que de soutenir une approche « ascendante » et pratique, fondée sur des données concrètes. Cette série d’Aperçu des Pays vise à promouvoir les connaissances, augmenter la visibilité et la sensibilisation sur le contexte de GAM, saisir les leçons tirées et faciliter l’amélioration des politiques et pratiques en matière de GAM dans les dix états africains qui ont déjà entrepris des évaluations de base de GAM à ce jour, avec l’appui de l’UNIDIR. La série vise à servir comme une référence pour les partenaires internationales dans la provision d’assistance et de l’appui technique pour améliorer les cadres de GAM dans le pays concerné. Le lancement de la série débutera le 29 octobre 2020 et contribuera au séminaire régional de l’UNIDIR et l’UA sur les leçons tirées de la GAM, qui se tiendront en novembre et décembre 2020.</p>

This holistic approach is essential in ensuring that efforts to better regulate arms and ammunition are undertaken in alignment with broader security sector, rule of law, armed violence reduction, counter-terrorism, and peacebuilding processes, and not in isolation. Research emphasis is placed on national and regional approaches to WAM in pursuit of a national and regionally owned process, and to support a ‘bottom-up’ and evidence-based approach. This series of WAM Country Insights will help promote knowledge, and raise visibility and awareness on the WAM context, progress made, and areas for enhancement in the African States that have conducted WAM baseline assessments with support from UNIDIR. It aims to serve as a reference for donors and international partners providing assistance and technical support for improving weapons and ammunition frameworks in the relevant country. The launch of the series will begin on 29 October 2020 and lead to the UNIDIR-AU Regional WAM Lessons Learned Seminars, to be held in November and December.</p>

										<content:encoded><![CDATA[<p>This study presents the key findings of the second phase of the United Nations Institute for Disarmament Research (UNIDIR) project Tackling Diversion (Phase II): Promoting Regional Dialogue to Enhance Common Understanding and Cooperation to Strengthen End Use/r Control Systems, supporting the practical and effective implementation of the United Nations Programme of Action to Prevent, Combat and Eradicate the Illicit Trade in Small Arms and Light Weapons in All Its Aspects (PoA) and the Arms Trade Treaty (ATT) as well as relevant regional and subregional instruments. It draws upon the discussions conducted during two regional and one subregional consultative meetings in Africa, Asia and the Caribbean during 2016–2017: Port of Spain, Trinidad and Tobago, 21–22 September 2016; Nairobi, Kenya, 6–7 October 2016; and Bangkok, Thailand, 1–2 March 2017. This study also draws upon the results of the UNIDIR survey, which was circulated to all United Nations Member States during the first phase of the project Tackling Diversion (Phase I): Examining Options and Models for Harmonization of End Use/r Control Systems in mid-2015, and re-circulated during project Phase II, as well as desk research.</p>
