The working paper emphasises Syria's accession and compliance with the NPT, IAEA and other international WMD treaties as well as its commitment to the establishment of a ME WMDFZ. Syria notes the United States despite being NPT depository by not attending the ME WMDFZ conference, shields Israel from attending as well as acceding to the PT and other international WMD treaties. The working paper also notes the UN should play a role in and the responsibility of sponsors of the 1995 ME Resolution to establish the ME WMDFZ. The paper also reiterates Syria's position that the establishment of the Zone should not be linked to the peace process and the identification of the countries in the Middle East region attending the Conference is in no way constitutes a definition of the region. It also emphasises all the nuclear-weapon states failure to progress on nuclear disarmament and called Israel to disarm and join the NPT.
