										<content:encoded><![CDATA[<p>The Conference on Disarmament (CD) has played a significant role in the negotiation of several major multilateral agreements that continue to contribute to global peace and security. More recently, however, negotiation in the CD has reached an impasse, leaving it unable to make progress on its agenda at a point of growing geopolitical tension.</p>



<p>To address this issue, the United Nations Institute for Disarmament Research (UNIDIR), with the support of France and Germany, organized a high-level retreat in Montreux, Switzerland, on 22–23 June 2023 to discuss ideas to revitalize the work of the CD and its relationship with the wider disarmament machinery. Seventy-nine participants from 60 States (including 51 CD Member States and 9 States that have applied for Observer status to the CD) participated in the retreat in their personal capacity.</p>



<p>This report provides a factual summary of the discussion in Montreux.</p>

This paper, the seventh in UNIDIR’s nuclear dialogue series, summarizes a virtual symposium the Institute organized on 6 July 2021 to identify promising ‘confidence-restoring measures’ with a diverse group of policymakers, experts, and civil society representatives—and includes a compendium of papers prepared on the topic by some of those participants.&nbsp;</p>

										<content:encoded><![CDATA[<p>This paper showcases key propositions, findings, and recommendations from the UNIDIR dialogue on Nuclear Disarmament, Nuclear Deterrence, and Strategic Arms Control, which brought together a diverse group of policymakers, experts, and civil society representatives from around the world. It offers an approach for thinking about the nuclear problem today as well as rebuilding the habits of global cooperation needed to address it successfully. The document includes a list of key actions centred on the following themes: consolidating the non-use of nuclear weapons, recrafting strategic arms control, and revitalizing the pursuit of nuclear disarmament. Together, it offers a promising vision and the elements from which to craft an agenda for enhanced global collaboration to reduce today’s nuclear dangers.</p>

										<content:encoded><![CDATA[<p>Most of the world’s governments advocate some form of nuclear disarmament, although they are far from achieving a nuclear-weapon-free world. Advocates of nuclear disarmament—be they individuals or States—vary in their identities, visions, motivations and practical agendas. The reasons they articulate for nuclear disarmament also vary. In this discussion paper, as part of UNIDIR’s Disarmament, Deterrence and Arms Control Dialogue, George Perkovich outlines who disarmers are, what kinds of goal they seek, common reasons for advocating nuclear disarmament, as well as critiques and possible failure modes. This, and his subsequent treatment of the relationship between disarmament, deterrence and arms control form the backdrop for brief responses from a range of informed commentators.</p>

										<content:encoded><![CDATA[<p>This paper was prepared for the UNIDIR Nuclear Disarmament, Nuclear Deterrence, and Strategic Arms Control Dialogue exploring the relationships among nuclear disarmament, nuclear deterrence, and strategic arms control communities with a view to identifying options to recraft strategic arms control and revitalize pursuit of nuclear disarmament. It briefly sketches the broad outlines of today’s strategic context. Major trends include heightened tensions among nuclear-armed states and greater multipolarity, and deterioration in the fabric of international institutions, treaties, and norms that, historically, contributed to predictable and more stable relationships among nuclear-armed States. In addition, several current or imminent technological developments are heightening the uncertainties and unpredictability in the strategic relationships among nuclear-armed States.</p>

Following the retreat, in August 2023, UNIDIR went on to publish <a href="https://unidir.org/publication/revitalizing-the-conference-on-disarmament-workshop-report/" title="">a factual summary of the discussions in Montreux</a>.</p>



<p>This UNIDIR-UNODA event, organized with the support of France and Germany, will revisit findings from the Montreux retreat, discuss progress in the CD over the course of 2024 and early 2025, and consider potential next steps towards further revitalization of the work of the CD in the coming years.</p>

										<content:encoded><![CDATA[<p>In June 2023, with the support of France and Germany, UNIDIR organized a high-level retreat in Montreux, Switzerland, to discuss ideas to revitalize the work of the Conference on Disarmament (CD) and its relationship with the wider disarmament machinery.</p>



<p>Seventy-nine participants from 60 States participated in the retreat in their personal capacity. Following the Retreat, in August 2023, UNIDIR <a href="https://unidir.org/publication/revitalizing-the-conference-on-disarmament-workshop-report/" title="">presented a report</a> containing a factual summary of the discussion in Montreux to the CD.</p>



<p>This event will revisit the findings from the Retreat and provide States with a recap of the findings from that discussion ahead of the opening of the CD sessions in 2024, including with a view to exploring follow-up actions.</p>



<p>The discussion will be followed by a technical briefing by UNODA on the introduction of e-deleGATE and on other electronic resources, including UNODA Meetings Place and the Documents Library.</p>



<p>A light lunch will be served from 13:00.</p>

										<content:encoded><![CDATA[<p>In July 2020, UNIDIR launched an informal dialogue on nuclear disarmament, nuclear deterrence, and strategic arms control, bringing together a diverse group of policymakers, experts, and civil society representatives from around the world. In September 2021, the Institute issued <a href="https://www.unidir.org/publication/identifying-collaborative-actions-reduce-todays-nuclear-dangers">a findings paper</a> that showcases key propositions, findings, and recommendations from the dialogue. Together, its points offer a promising vision and the elements from which to craft an agenda for enhanced global collaboration to reduce today’s nuclear dangers.</p>
<p>This side event to the UN First Committee looked to contribute to informed discussion on today’s broad nuclear challenges: consolidating the non-use of nuclear weapons, recrafting strategic arms control for the 21st century, and revitalizing pursuit of nuclear disarmament. It engaged some of the participants in the dialogue for their reflections on the discussions, their views on these challenges, and the actions they see as most important or ripe for pursuit now.&nbsp;</p>

										<content:encoded><![CDATA[<p>The United Nations Institute for Disarmament Research (UNIDIR) will initiate an informal dialogue on Nuclear Disarmament, Nuclear Deterrence, and Strategic Arms Control or the Disarmament, Deterrence, and Arms Control (DDA) Dialogue.&nbsp;</p>
<p>This initiative will focus on exploring the relationships and interactions among nuclear disarmament, nuclear deterrence, and strategic arms control in today’s world. It will bring together a small and diverse group of policymakers, experts, and civil society representatives on a not-for-attribution basis to:</p>
<ul>
<li class="Default" style="margin-bottom:7px; margin-left:8px; font-size:100%; line-height:140%">Identify shared goals and interests through strengthened mutual understanding among practitioners of and experts on nuclear disarmament, nuclear deterrence, and arms control, with attention to the respective goals, assessments, assumptions, and uncertainties of each of these three approaches;</li>
<li class="Default" style="margin-bottom:7px; margin-left:8px; font-size:100%; line-height:140%">Identify opportunities to shore-up and recraft bilateral, multi-party, and multilateral strategic arms control for the 21st century to enhance stability and lessen uncertainty, reduce the risks inherent in nuclear deterrence, and enable nuclear disarmament; and</li>
<li class="Default" style="margin-bottom:7px; margin-left:8px; font-size:100%; line-height:140%">Consider actions to reenergize the pursuit of nuclear disarmament, with a view to transforming over time the role of nuclear weapons as instruments of statecraft and fostering progress toward the elimination of nuclear weapons with undiminished security for all.</li>
