The publication Nuclear Risk Reduction: A Framework for Analysis — part of UNIDIR’s ongoing work on reducing the risk of nuclear weapon use — presents an analytical framework for considering nuclear risk. It highlights four pathways to the potential use of nuclear weapons: doctrinal, escalatory, unauthorized, and accidental. It examines the conditions driving each scenario and posits a general approach to addressing them, identifying key objectives and pertinent ideas. Following on from UNIDIR’s earlier 2019 publication Nuclear Risk Reduction: The State of Ideas, this framework aims to serve as a basis for further contextual and regional analysis, to enable a tailored approach to nuclear risk reduction and to provide grounds for joint action.
