The objective of this project is to examine options and avenues for strengthening end use/r controls applicable to non-governmental entities (NGEs)—such as transport/logistics firms, commercial entities, intermediaries, brokers, private security companies, arms producers—in conventional arms transfers, including for parts and components. The study will focus on transit, trans-shipment and post-delivery phases. The project will explore issues related to documentation, risk management, information sharing, awareness-raising and supply chain oversight opportunities. This project builds on work undertaken by UNIDIR since 2015, and responds to recommendations made by States to examine the role NGEs play in preventing diversion in arms transfer.
