Building on the successful first International Security Cyber Issues Workshop Series (2015-2016), this second series will involve regional audiences to help to identify areas of common understandings on cybersecurity issues. One important goal will be to promote common understandings among governments, academics and technologists on problems for peace and stability in cyberspace and on a range of possible solutions at the regional and multilateral levels.
Although the 2017 UN Group of Governmental Experts (GGE) on Developments in the Field of Information and Telecommunications in the Context of International Security was unable to adopt a consensus report, the 2015 GGE report set the normative agenda as well as important milestones for international cooperation on cybersecurity. This workshop series is an opportunity to take stock of how to operationalize these norms, as well as consider next steps for enhancing cyber stability at the regional and international levels.

Phase I: International Security Cyber Issues Workshop Series
Building on the reports issued in recent years by the United Nations Groups of Governmental Experts (GGEs) on Developments in the Field of Information and Telecommunications in the Context of International Security, UNIDIR and the Center for Strategic and International Studies (CSIS) will organize a series of three, invitation-only expert workshops on international cybersecurity issues. These meetings will help identify areas of common understandings and of divergence on number of cybersecurity issues, including on norm development, legal measures and possible approaches to the malicious use of cyber tools.
