										<content:encoded><![CDATA[<p>In the established practice of nuclear arms control and disarmament agreements, verification provisions are negotiated as part of a treaty to provide States with a mechanism to assess compliance and to deter violations of its terms. However, it is becoming increasingly difficult to negotiate new legally binding agreements, whether bilateral or multilateral. In some areas, in the absence of a functioning treaty, States assume certain obligations that constrain their behaviour, such as moratoriums on fissile material production or explosive nuclear tests, or a commitment to constrain deployment of some weapon systems. However, without agreed verification mechanisms, it is often difficult to confirm compliance with such obligations. </p>



<p>This report suggests an approach to verifying obligations assumed by States through a mechanism of demonstrative verification, in which a State that wants to demonstrate compliance with its obligations unilaterally implements measures to positively prove its compliance to an international audience. To be effective, these measures must include a detailed verification protocol, rely on open data rather than intelligence estimates, and potentially involve independent observers. This report discusses potential applications of this approach to nuclear arms control and space security.</p>

<p>The report highlights how AI offers many opportunities in outer space operations which can contribute to more effective threat mitigation strategies, and ultimately to building a more secure and peaceful space environment. AI also presents challenges &#8211; technical and regulatory- that the international community must bear in mind, particularly as States work to develop mechanisms for space security.</p>

										<content:encoded><![CDATA[<p>The prohibition of the use of force is a universally applicable rule that applies in outer space and is a key element for the pursuit and achievement of space security. While space security is not the main focus of international space regulations in general nor of the Outer Space Treaty in particular, the prohibition of the use of force —set out in Article 2(4) of the UN Charter and also reflected in customary international law— is implicit in the references in articles I and III of the OST to the applicability of international law. </p>



<p>There are uncertainties about how to apply the prohibition of the use of force to space, many of which are not exclusive to outer space; rather, the unique nature of space brings these uncertainties to the fore.</p>



<p>In the context of multilateral debates, States have the opportunity to increase clarity on the interpretation of Article 2(4) of the UN Charter in its application to outer space. As the definition of prohibited force can help to clarify regulation of space capabilities and space behaviours and already applies to all States, the prohibition of the use of force can serve as a useful basis for advancing common understandings for Preventing an Arms Race in Outer Space.</p>

This workshop aimed to encourage the sharing of views on this topic, provide a forum for informal discussion around current challenges to space security and stability, and explore the role that island nations could play in fostering common understanding of space security. </p>



<p>To encourage a frank exchange of ideas, the workshop was a closed event for representatives of island nations, convened under the Chatham House Rule where “participants are free to use the information received, but neither the identity nor the affiliation of the speaker(s), nor that of any other participant, may be revealed”.</p>



<p>This report summarises key discussions and takeaways from the roundtable discussions that took place in the workshop.</p>

										<content:encoded><![CDATA[<p>Space security has been a topic of importance for the international community for many years. States are increasingly aware of the importance of space systems to humankind and have put forth multiple initiatives that seek to preserve outer space as a peaceful and secure environment. The 2023 Open-ended Working Group (OEWG) on Reducing Space Threats Through Norms, Rules and Principles of Responsible Behaviours is one such initiative.</p>



<p>The OEWG was convened under General Assembly resolution 76/231 on Reducing space threats through norms, rules and principles of responsible behaviours, and was tasked with “mak[ing] recommendations on possible norms, rules and principles of responsible behaviours relating to threats by States to space systems, including, as appropriate, how they would contribute to the negotiation of legally binding instruments, including on the prevention of an arms race in outer space”. The OEWG was tasked with submitting a report to the seventy-eighth session of the General Assembly. </p>



<p>Although the members of the OEWG did not agree on a report, the work that States and other stakeholders carried out throughout the four sessions held in 2022 and 2023 helped advance multilateral space security discussions. Now, as the international community moves forward and considers new initiatives and processes to prevent an arms race in outer space and achieve space security, it is also important to look back at the recent past.</p>



<p>This report therefore looks at the genesis of the OEWG, what its mandate was, and what the outcome of the process was. Moreover, this report highlights some key takeaways for the future, outlining what worked well in the OEWG process and what can be improved as States continue their work to achieve space security.</p>

										<content:encoded><![CDATA[<p>In recent years space-related activities have increased dramatically, spurred by growing interest in the space sector among multiple stakeholders, including emerging spacefaring States and the commercial space industry. As a result, Earth’s orbits will become more crowded with new space objects from a rising number of actors. Interconnected with civilian activities, military interest in outer space will almost certainly continue to grow. This may prompt the further development of counterspace capabilities by multiple States, even those that are newly, or not yet, spacefaring. Left unchecked, the increase in space assets, including counterspace technologies, endangers both the safety and security of outer space and creates an unstable and unsustainable space environment for future generations.</p>



<p>However, space security can no longer be achieved by States alone: it will require the cooperation of all stakeholders —international, national and local— to ensure that outer space is kept peaceful and secure. Furthermore, issues on space safety and security should not always be siloed but rather understood as two sides of the same coin: space sustainability.</p>



<p>This report explores the question of how space security, safety and sustainability are connected, both in theory and practice and on the variety of dangers to space sustainability, either in the form of risks to space safety or threats to space security. The report also provides a provisional illustrative mapping of existing national space measures to provide wider insight into the current global space governance landscape and how efforts to ensure space safety, security and sustainability are implemented.</p>

<p>This document aims to serve as a global reference point for terminological issues related to space security. It should be noted that the Lexicon does not intend to establish uniform definitions for all, but rather highlight, when necessary, that different stakeholders may interpret key concepts in differing ways, thus providing clarity and aiding in achieving common understanding on space security.</p>

<p>As such, policy options to reduce or prevent the weaponization of space through arms control, disarmament and wider governance are increasingly important to ensure the security and sustainability of space operations. To inform policymaking in this area, it is useful to understand the options available for monitoring and verification in space.</p>



<p>To explore the potential for verification for space security further, this report examines some of the tools and technologies of relevance to verification in space and how these tools could be applied to verify and monitor present and future frameworks related to space security.</p>

										<content:encoded><![CDATA[<p>The workshop, “African Perspectives for Advancing Space Security Through Norms, Rules and Principles of Responsible Behaviours” was designed to raise awareness of matters addressed in the current Open-Ended Working Group on Reducing Space Threats through Norms, Rules and Principles of Responsible Behaviours, among States of the African region and foster a better understanding of regional perspectives on space security. The event brought together a diverse range of experts, and provided the opportunity for an informal discussion around current challenges to space security and stability, and the role that norms, rules, and principles can play in keeping space a peaceful domain.&nbsp;</p>



<p>This report summarises diverse perspectives of threats to space systems from the African region to delegates and participants to the OEWG. It will be useful to delegates and participants of the subsequent OEWG sessions, and space security policy and academic experts.</p>

<p>The consultation took place in the margins of the Open-Ended Working Group on Reducing Space Threats through Norms, Rules and Principles of Responsible Behaviours with aims to enrich the conversation on space security in ongoing UN processes.</p>



<p>In this way, the consultation was able to provide insightful perspectives to the Chair of the Open-Ended Working Group, and to give State observers to the consultation a more diverse understanding of threats to space systems.</p>

<p>Participants at this event underscored the fact that space is essential for human life and its relevance will only continue to increase as more actors —both States and non-governmental entities like the commercial industry— engage in space activities. In a period of fast paced technological change and growing geostrategic tension, creating a safe, secure and stable space environment is a challenge that the international community must prioritise, or risk devastating consequences for humankind should outer space become a theatre for conflict. &nbsp;</p>

But there is growing concern that, as it becomes more economically and strategically important, tensions between different space actors are heightening in a manner that could lead to conflict. The accelerating proliferation of counterspace capabilities, as well as the enactment of national policies that deem space an operational or warfighting domain, underlines the very real nature of threats that exist and highlights the importance of keeping space peaceful.</p>



<p>To address these challenges, some experts in space security have called for more robust norms of behaviour in outer space. This report explores the role of norms as a tool for outer space governance, as well as their challenges and limitations.</p>

<p>This two-day flagship event provided a unique forum for the diplomatic community — as well as experts with military, industry and academic backgrounds— to jointly consider challenges related to security in outer space and to exchange ideas regarding solutions.&nbsp;</p>

										<content:encoded><![CDATA[<p>Today, international security is facing threats from a &#8216;devil&#8217;s triangle&#8217; of arms capabilities, presented by offensive nuclear missiles, ballistic missile defence and outer space weaponization. These three are, and have been, inter-connected due to their technological and strategic natures. They are also the source of some of the most challenging diplomatic debates, particularly in today&#8217;s tense geopolitical climate. Current events indicate that States are moving away from a position of restraint and towards accelerated development. This paper traces the roots of the relationship between missiles, missile defence and anti-satellite weapons to show where current trends might lead, and to offer some useful ideas on how to use diplomacy to find a new path for arms control.</p>
